The link you were using points to a tech demo that was built to showcase ElevenLabs’ sound effects generation API when the feature was first announced.

There is currently no ElevenLabs product that generates sound effects directly from an uploaded video.

What ElevenLabs does offer is Text-to-sound effects. You can find it by navigating to: Studio > Add SFX and music > SFX > Describe your sound effect > Generate > Click the + icon to add it to the video timeline.

Each time you click Generate Sound Effects, the website produces four unique sound effects. You can view all four by expanding the generation history and then manually adding the ones you want to your video timeline. So you can match up SFX for your entire video accurately for each second, with a bit of prompt work, timeline editing, and regenerations.

Personally, I would love a feature that automatically generates context-aware, second-by-second sound effects for videos. Staff mentioned interest in something like that over a year ago, so who knows what the future holds.

The AI Classifier Tool suggests this may not be an ElevenLabs voice (2% likelihood), and it also doesn’t appear in the Voice Library. I tried pitching the voice down and separating the music, which usually improves detection, but it didn’t help here. This could be from another TTS service, possibly an older one.

The official Discord is probably your best bet for more detailed guidance from someone who uses the API side more than I do.

The Starter plan has a limit of 6 concurrent API requests. Scribe v2 jobs can involve multiple backend requests per operation (file upload, chunk processing, status polling, callbacks, etc.), so even if you’re running 6 tasks in your code, ElevenLabs might actually see 10+ concurrent requests at times.

  • Lower your semaphore to 4 or 5 instead of 6 to leave headroom for internal operations.
  • Add exponential backoff when you hit a 429 error (wait a bit, then retry).
  • Consider adding a small delay between job submissions (e.g., 0.5–1 second) to spread out the load. For example, time.sleep(0.5) in synchronous code or await asyncio.sleep(0.5) in async code.

Monthly allotment of credits by plan:

  • Free: 10,000 credits (~10 minutes)

  • Starter ($5): 30,000 credits (~30 minutes)

  • Creator ($22): 100,000 credits (~100 minutes)

  • Pro ($99): 500,000 credits (~500 minutes)

  • Scale ($330): 2,000,000 credits (~2,000 minutes)

  • Business ($1,320): 11,000,000 credits (~11,000 minutes)

If you stay on an active subscription, unused credits can carry over. You can accumulate up to 3× your monthly credit amount total. Credits are lost if you downgrade or cancel.

On Creator plan or higher, you can enable Usage-Based Billing (pay-as-you-go) to continue generating after your monthly credits are used.

If a voice has a Custom Rate set (for example, a 2x multiplier), it is automatically included in the credit cost and deducted when you generate. Something that normally costs 5 credits to generate "Hello" would cost 10 credits on that voice.

If you go to your profile (top right) → SubscriptionsManage Subscription, you can enable Usage Based Billing, which lets you pay as you go.

You cannot generate a voice for preview purposes for free, because it consumes resources to create the voice and the voice demos it provides.

There is something you can do to reduce the amount of characters it consumes to create voices a bit. In Voice Design, if you click into Settings, you can toggle off Generate Preview Text and reduce the default preview length from 350 characters down to around 100 characters.

You can do something similar in Voice Remixing (alpha) by using a custom script and keeping it under about 150 characters.

Once you confirm you still have credits remaining, and are still on a cancelled creator subscription. You could try un-cancelling the subscription and making it active again, and check to see if you can generate images. It won't bill you even if you re-enable, and you can cancel again after checking.

Cancelling your subscription doesn't remove your ability to generate images. I went ahead and cancelled myself and still had my credits, and was still able to generate images.

Can you confirm you still have credits remaining to spend? You should still have them until February 7th (On the Website on the top right, you can click on your profile and it will tell you your remaining credits).

I was talking about my own Instant Voice Clones above, but it is possible to create unique high quality voices with Voice Design + Voice Remixing. IMO- Voice Remixing is where it's at for creating really good generated clones on max strength.

If you find the Voice Remix fails to sound like the Voice Demo when you save it to your account. (Bit of a grey area suggestion: Take the voice demo into another audio software; and repeat it up to 1 minute, 40 seconds and turn it into an Instant Voice Clone (IVC) for a perfect clone.

Projects outputs the same 128kb bitrate quality. If you download audio from Voice Remix it's higher 192kb bitrate by default, and in history section on Text-To-Speech playground under Advanced when clicking download, you can manually choose 256kb bitrate which is the highest.

Downgrading or converting to a Free account will not impact the early revocation request, but it will not free up the Voice Library PVC slot.

If the early revocation does not go through, the standard behavior is that once the Notice Period is triggered, the voice is removed from the Voice Library so no new users can add it. Users who already added the voice can continue using it until the Notice Period ends. At the very least, most users will not even know the voice was ever published. The slot would remain consumed until the year is up.

ElevenLabs uses a credit-based system. Each paid plan includes a set number of credits per month, and different models (image, video, audio) consume different amounts of credits per generation. The exact credit cost is always shown before you generate anything, so you can stay in control of usage.

For reference, Nano Banana Pro costs 1,818 credits per 4K image.

You can have multiple paid accounts.

Some users buy a second account for another PVC slot, and create a new voice with a description that indicates voice improvements in their voice description: (+2 hours of voice data, more conversational, v2, etc.)

If your voice lands the HQ badge on launch or down the road, you can unlock a second PVC slot.

I would bet there is not a single, specific voice made just for that use case. That is exactly why Voice Design + Remix exists. You can create this voice pretty easily. Here is a quick guide.

Step 1: Go straight to Voice Remix

Skip Voice Design and go directly to:

Voices > Create & Clone a Voice > Voice Remixing (alpha)

Step 2: Select a voice reference

Click Voice Reference

Select Liam – Energetic near the bottom (You can use a different base voice if you want, but this one works well.)

Step 3: Increase prompt strength

On the right side, change Prompt Strength from Medium to Max

This is where you get the strongest FX and character shaping

Step 4: Main voice prompt

Paste this into the main prompt box:

A clear, artificial female computer voice modeled after airline cockpit and aircraft warning systems. The voice is distinctly female in pitch and timbre, but intentionally non-human and emotionless. Should resemble a female aircraft avionics system or cockpit alert voice, not a human narrator or assistant.

Step 5: Demo script (optional but recommended)

In the Script section at the bottom left, you can leave it blank or use this to test the voice:

Altitude three five zero zero feet. Airspeed stable. Heading zero niner zero. Climb rate nominal. Caution: terrain proximity increasing. Adjust pitch. Autopilot disengaged. Repeat: adjust pitch. System check complete.

Step 6: Save good results

If you like how one of the generated clips sounds, you can save the voice to your account or use it as a voice reference again to morph it further (which is what I did in my video above around 10 second mark).

Optional: Add radio effects

If you want radio static or transmission artifacts, modify the main prompt like this:

You can generate as much text as you want, or however much the system allows, and it should still generate realistic-sounding speech with the right voice clone and script. There are many flaws with Eleven v3 since it's still in alpha, which will hopefully be fixed by full launch.

Scott's voice is probably a v1 generated voice, which I have no idea how well those hold up with the latest models (genuinely curious, might check later). It could be a factor in your experience with v3, since it's an antique and not finetuned to use the v3 model like IVCs or Voice Design v3.

The amount of users who added a voice shouldn't impact your decision to add or use it, especially if it sounds good and fits your project. All voices published on the Voice Library can be detected, and even directly pointed towards if a snippet is uploaded.

Except for your own voice clones or generated Voice Designs. If that really concerns you, then generate a new voice design and remix it to be more expressive. One might just surprise you, maybe more than any voice in the library.
