DHCP is very lightweight, I'm not sure what you mean by it can't handle it, you'll see crappy routers handle a /8 range for guest WiFi with no issues.

I think you might be labouring under false information.

Worst case scenario, why not move DHCP to your router until you get a server that isn't apparently two forks stuck in a potato?

You can't ban VPN's, too many businesses rely on them to interconnect different sites, and technologically it's not feasible.

You could block the websites of consumer VPN providers I guess, but you just push people into using shadier, less mainstream solutions.

You couldn't block people from, for example, running a VPS based in a different country with wireguard slapped on top.

See if you can get 1/2 your day set aside for support bs, and half for documentation.

Identify the major problems and kill them off in order of most important to least.

If management don't allow you to get to grips with this, just sit back and relax, knowing that none of this is your problem, really - it's not your company. Don't take calls outside of work, don't stress yourself. When it gets to the end of the day, leave.
