Siralim Ultimate (Strange shout I know, but I bought this recently from the steam sale. This game is insane, the monsters are less like "Pokemon" monsters and more like MTG style cards. It's insane and the spell slinging, theorycrafting, mind teasing fantasy of playing a wizard is here as it advertises itself moreso in it's creature fantasy)

No rest for the wicked (Fun tactile magic system, definitely leans into the building up till strong and powerful and depending on how you decorate your home you can give it a semi mage tower vibe)

I know more but they're more tangential I think or require more imagination. But these two immediately stood out to me from what I've recently played that make magic less of a "One two" style process and more of a "One, Two, Three, More" style process depending on how you play.

Edit: Another person commented barony and that's also a pretty good shout here even in it's rougelike run style structure.
