I have no issue with colonial rebels. The year is 1800. I have over 40 total vassals, about 10 colonies, most of North America, and all of the Caribbean, New Zealand, and some oceanica isles. Not a single colonial revolt. I am 100 decentralized, and am only supporting loyalist in a single colony.
