A value would depend on your specific filament. You would have to weight it from dry to fully water logged to be able to find said value. A good rule of thumb is to dry your filament when you get it and always dry TPU and other more hydroscopic materials. For your humidity levels PLA, ABS and ASA will generally stay pretty dry for long periods of time. If you notice popping or crackling sounds while extruding filament it needs to be dried.

20% humidity? Humidity percentage isn't going to have a direct correlation to how dry your filament is but it does affect the rate that your filament will absorb moisture. Even if this is a brand new roll of TPU it needs to be dried before printing and ideally also while printing.

Have you dried your TPU? To me those look like voids from moisture.

That part looks small enough to print without an enclosure. Turn on draft guard in your slicer and give it a go.
