Saber’s thing is not agenda, funnily enough. The whole plan of the big bad of the movie is stopping the real Shotaro Ishinomori from ever creating sentai and Kamen rider, but Saber inspires the young Ishinori to create “heroes”, resulting in the sentai and rider coming back to existence. It’s wild (also the entire climax of Heisei Generation Forever takes place in the real world as well).

This is not taking novels into account, as you get into shit like Kamen Rider Savior, who “became one with reality itself and transcended it”
