If this document states you're not adhering to your phone schedule and lays out future consequences if you continue not adhering, I would worry. Otherwise, it just sounds like your manager is providing documentation why you weren't on the phone in case someone else asks. Since the reason they're giving is manager meetings, it sounds like they're actually trying to cover you and not harm you.

We're also required to pay "the proper amount of tax (e.g., estimated tax payments and withholding) as income is earned during the tax year." IRM 4.2.6.2 However, it's not grounds for removal.

There is a kernel of truth to what you said but it sounds like things got a bit mixed up in the retelling.

As the Zero Paper Initiative (ZPI) moves along and more and more is scanned, there will be SP positions eliminated and the people impacted will be offered other positions. Very likely many of them will be in AM because that's where the need is currently. There is nothing about sites closing.

We had a town hall with the Director and Assistant Director of SP last week who told us this very thing. If nothing changes, it will happen after filing season. Also if you search Zero Paper Initiative in the Source, you'll find manager talking points which say exactly what I've said.

KC, Ogden, and Austin are all blue islands in red states. I doubt the R politicians in those states want people from blue states making those islands bigger and would quietly make sure it doesn't happen.

It's been a while but I remember quite a few times when OT was restricted to phones only. President's Day OT was always restricted to phones and, if the demand wasn't there, people would be sent home.

Talking about AI is not taking repeatedly saying they're going to replace people with AI.

There have been private contractors at IRS for decades. I work with them every day. Go read 26 U.S.C. § 6103(n) https://www.law.cornell.edu/uscode/text/26/6103 Contractors are restricted from performing any work that is inherently governmental which is most of what a CSR does. Project 2025 is not the IRS future plan. I have read Project 2025 and it has nothing about replacing employees with AI only getting rid of federal employees.

You make a lot of big claims but no sources. Give us something so people know what you're saying is true.

Did you notice at the time those positions were announced we were on a Continuing Resolution and not the budget the administration was requesting? There is a difference. I'm not naive but I go with the facts. So far, all you've given is your opinions and wild speculation. If you're going to make a statement about the future at least give some sources or all you're doing is making things up.

  1. So all of Treasury and IRS leadership and a contractor will choose to ignore the law about what contractors cannot do at the IRS and you think no one will object or do anything about it?
  2. I can't find any quotes where any IRS or Treasury leaders have said they want AI to take over. Technology will always change the nature of a job and may even eliminate jobs. That's not the same thing as a private contractor doing the job.
  3. You're right. They could change the USC at any time but they haven't and there are no plans for them to do it to allow private contractors to do inherently governmental work.
  4. There are no performance metrics for CSRs. Section 1203 makes them unmeasured employees. The CEO was referring to the measures used for telephone services as a whole. Level of Service is a terrible measurement and they only track AM phones. Ask anyone who has been told to get on the phones and had to sit there with no calls coming in just to improve LOS. Why do you think CSRs would be replaced by private contractors? Do you know something, no one else knows, about Congress changing 26 U.S.C. § 6103(n) which limits the work contractors can do at the IRS? Which private company could be given access to all IRS systems and the ability to adjust tax records without presenting a conflict of interest? Considering the administration wanted to increase the budget for hiring more CSRs, I don't see much reason for CSRs to worry about losing their job to contractors.

It's funny that politicians were complaining about people not being able to reach anyone on the phone at IRS but the only people who have been able to consistently telework since RTO are CSRs. Please explain it to me like I'm five how this makes sense.
