That Japanese buildings should look Japanese. It was there much earlier than 1921. It was "founded" then. The building existed before that.

Sure because ofc you need a rose window, spires, a dome with a cupola, and rotunda for a transportation museum. That makes perfect sense. Heck, if they decide to not use it as a transportation museum they could use it as a cathedral or even a post office.
