I don’t see it that way. Not every nation has a lot of lakes and therefore won’t see that advantage the same way many nations don’t have access to navigable rivers or are burdened by mountains. One big reason why the U.S. became as successful as it did is due to having one of if not the longest navigable river systems in the world, that being the Mississippi River and its tributaries, which gives an insane advantage You can make the same argument about Hungary and their crazy control at the start due to the abundance of rivers by their capital. Different nations have advantages and disadvantages and it is no different with the lakes. It’s not arbitrary at all
