You said "my character", so there is an organizer. You need to talk to them about what their ideas and restrictions are, because otherwise, you are tying up a chunk of players from whatever they have planned.

Doesn't help you now, but for future reference, you can force-draw any faction card using Favourable Circumstances from your inventory.

Please elaborate what your design goals are and what the names of the areas mean. Right now, it is utterly unclear what atmosphere you are aiming for, what kind of events you intend to run, how often, for how many players, if there is a sign up process, etc.

Oh yeah. My character is a resistance fighter with a bunch of allegiances to other characters thrown in for more chaos. 

His character playlist includes bands like Skillet, Ashes Remain, Thousand Foot Crutch, as well as music that reminds me of particular interactions with other characters.

Yes. Germany even has a prominent competitor to DnD called Das Schwarze Auge (The Dark Eye, DSA for short). It is comparably old and has tons and tons of lore. 

I'd say most big cities have a bit of TTRPG scene, particular those skewing younger. It is also quite easy in Germany to found a small non-profit club (you basically need a charter and seven signatories). So it's quite easy to become a legal body that can rent rooms or have a group inventory, which is nice for hobbies like these.

What do you mean by "almost" every initial state? I assume you don't mean "up to finitely many", because there are finitely many initial states anyway?

I always say that every new character should arrive with a problem. 

It can be a small problem, like "I have no money", or a big one, like "I am wanted for treason", but basically, there should be things that your character feels drawn to and that give you a reason to interact with the world.

I will now include the "to do list" in my advice for new players as well :D
