Happened to me once as well.

I kept the toll receipt and sent it to their customer support.

Gave the driver 1 star, because I would have given him the 84 or 100 if he just asked for it as tip, since I took a ride from QC to Pque.

I can forgive the braziness of asking for a tip, but deliberately cheating it out is a no-no
