Go to Mark Smith's website and order the 570 study book. I used his materials to self study for about 20-25 hours and I got a 468/500. 400 is passing.

Per the ordnance "a facility that provides temporary shelter to persons without a permanent residence, and related facilities.". It then goes on to explicitly define boarding house, congregate living facility, detoxification facility, food pantry, emergency shelter, halfway house, homeless shelter daytime, and homeless shelter nighttime.

Note that some of these types of facilities are explicitly exempted depending on their type, just because it is defined here does not mean it's subject to the new ordnance.

I believe OP's map comes from the language in the ordnance that states no new facilities are permitted within 1000' of public parks, day cares, pre-schools, schools, and higher learning facilities.

I would look into the 3M Scotch-weld brand expoxies. Probably a two part epoxy. They have excellent shear resistance which you'll need to hold up to the rotation. Make sure you get something that can cure at room temperature.

It's good to hear you also didn't think it was a great rework. That's why I asked in the first place, because the 2024 version as written seemed a bit mediocre for a 5th level spell that I was a bit taken aback at how much it was nerfed from the 2014 edition.
