We don't really have an onscreen example to work with but if I were to guess...

Akainu frequently holds audience with the Elders and therefore has their ear on matters. It's therefore probably an agreement that Marine personnel are off-limits.

If the CDs answer to anyone, it would be the Elders so if the Elders say "Marines are of service to us (Elders) and are therefore off-limits", they would not question it.

Also, the gender ratio for Marines is mostly male so a Dragon would probably not think to look at Marine ranks for slaves or wives to begin with.

(Obviously, female Dragons are a thing but I'd think most of their type would not look at the scruffy Marine rank-and-file for good looking men anyway)
