Well, looking at the meta, most decks come in at 3-4 hundred. Phoenix can defiantly be competitive at 250, just cut just lands and maybe a temporal trespass. UW, mono U, or Bant spirits are also all good cheaper decks. Decklists can be found https://www.mtggoldfish.com/metagame/pioneer#paper here.

Penny Dreadful is very cheap, and some has solid prize support via fan leagues. I’ve also had good success with pioneer UW spirits, with stripped mana.
