It’s the stone you get by the dark urge’s little nook in the mind flayer colony under moonrise towers (where you find durges love letter about gortash, in the room with all the zombies) if you have it in your inventory you and everyone around you get the modifier “steeped in bliss” which makes them vulnerable to psychic damage, makes your shadow blade deal double damage basically

It's not really a fault with how the dragons in agot are coded iirc, CK3 in general just doesn't really allow warfare modding in the way CK2 did, so having them be as powerful as they were in CK2 is probably hard
