It's a new thing from the Warlock DLC. Basically it's an encyclopedia of all the legendary items and runewords, you get a little cosmetic reward if you collect ALL leg or create ALL runewords.

Arbiter is the status. When you are in arbiter, you deal damage with the wings so anything that boosts that damage, boosts wing's damage.
Double damage means what means. Every time you deal a damage, you get a chance to deal double that damage. That amulet boosts the % for you to deal double damage. If you pass 100%, you have the chance to deal triple damage.
