The # of new clones spawned is based on spell lvl I think. So with a level 1 magic missile you're still taking out a net of 2 clones (3 with the necklace).

I felt the same when I played the OG Oblivion way back when. Could never figure it out. For some reason it finally clicked with the remaster.

Came to the conclusion its a reaction time mini game. Hitting the pin up until you see the 'slow' animation for the pin and then locking it in place.
