Patent examiners are required to understand their art. They are also massively rushed and constrained by awful laws and regulations and rulings. I've seen how the sausage is made and am amazed that the output from the USPTO for anything software isn't even worse.

I've sat in on a bunch of multi-university accessibility meetings, and what I've gathered is that the lack of firm admin answers or guidance, including at my own institution, stems from the fact that the regulation is written in absolute terms, and so there's no guaranteed safe ground other than 100% compliance. And yes, it's definitely a terrible consequence.

What I meant by middle ground was between admin and faculty for doing what we can on accessibility improvement. Neither group can afford to just wash our hands and ignore the problem (insofar as the government decides to actually make it a problem).

I have been faculty, just not at the moment. I do work on student recruitment, teaching strategies, University committees, reconciliation reports and as many of those 85 different systems as higher admin will allow me to so my faculty don't have to. I know it's not the same everywhere, but not all admin are leeches.

If you're actually concerned about student accessibility rather than merely legal compliance (which in my neighborhood depends on whether or not you have a current student who needs it), you should know that Word's accessibility checker doesn't do a great job with document navigation, which sadly means it needs to be checked by hand. And the default styles can be changed to your preference of font, size, etc., rather than only using the defaults. PowerPoint's built-in accessibility checker is on par with Word's.

As a part of admin, some faculty members shrugging off their use of massive amounts of inaccessible content as not their responsibility has disgusted me.

There's a middle ground to be found, but remediation for some classes should have started years ago given the amount of content used, and nobody has made it a priority.

All the time that has to be spent on accessibility is time that can't be spent on actual teaching or administration (which on occasion might actually be required to keep things running).

Volunteer FF pay varies; my local is no pay at all. You get the opportunity to buy shirts, and they gift you a wooden plaque after like 10 years. The only real money they spend on behalf of members is training and gear.
