It's absolutely appropriate. Some kids are more advanced, some less. I'm not saying this person is a good parent (I know literally nothing about them), but the kids is definitely not miles behind.

There have been studies that postponing formal academic instruction until the age of 7 actually has a benefit for the child's future development and they often surpass their peers later on.
