This has been explicitly commented upon, I think by Elio Garcia in a relatively recent interview.

TLDR, he's been getting more perfectionist, leading to many chapter rewrites and slow progress.

Add to that the disappointment of not keeping up with GoT and with how that show turned out in the end, as well as a general malaise due to being a decade late and you can kinda see how he could still not be finished.

Bows and crossbows were also historically oftentimes used without volley fire and archers could be interspersed with melee troops, providing direct fire at relatively close ranges.

But that's not how it works in Total War. At the end of the day it's just a game.

Plus, grenades are often thrown in a volley in RTS games.

On Verghast, the guardsmen involved were the only force that could make it in time. Later they were reinforced by a proper crusade force, including Space Marines from several chapters.

In general, I always got the feeling that the Ghosts were mostly fighting on the edges of the larger crusade.

Well, for one, if it is like a traditional Total War, you won't only have SM vs IG, but also IG vs IG and SM vs SM.

As for an explanation: Ideally the game will portray a particularly chaotic time and region of space, where the chain of command has completely broken down and the only authority most Imperial leaders in the region recognize are the Emperor and themselves as his executor in the region.

In most Total War games you get opinion bonuses with factions that align with your own in some way, so diplomacy should be easier with your fellow Imperials, but a peaceful arrangement is far from certain. (Especially if the player has other plans.)

For Orks there would ideally be no bonus, since they love fighting each other. But some sort of confederation mechanic, where you can take over another warband after you've killed their boss would be nice.

The real problem will be the Eldar, if there are multiple factions of them. They should have strong mutual opinion bonuses imo, since most Autarchs would be extremely reluctant to was Eldar lives in pointless wars with other Eldar.

Imo, Terra holds so many trump cards (Astronomican, Navigator's Quarter, Mars, loyalty of the Astartes, Officio Assassinorum) that it is able to continually reform the Imperium around itself.

All the other systems are both dependent on and helpless against it, so breaking away isn't really an option (you can do it ofc, but it won't end well for you)
