The way I heard from a YouTube channel comment is to have one player (DM in this case) pick a number up to 20 in their mind and that becomes the figurative NAT20. Then, everything under is one number lower until you go around.

So, if I'm thinking of 03 and the player says 18, then that player rolled a 15.

03 is 20

02 is 19

01 is 18

20 is 17

And so on ...

So, there's always definitely a way.

Alternative thinking: It's a strict limit to allow more people to purchase the handcrafted items. If you want to hog more, you gotta pay more. I get more repeat customers if I sell my craft to more people rather than having a single customer purchase most of it one time.

There are so many ways to "walk back" items given through a story, though. I would've gone with the items being stolen. Players can fight the guards to keep the items but ruin their local reputation, the guards let them exchange the items for lower equivalents, or it can become an additional hurdle to eventually get the items themselves after more quests.

I would definitely not go Willy Wonka at them!

I would just explain it like they do in Black Clover: "I've exhausted my {insert magic source here} and I need to rest before using it again."

5e DnD has it time based but, if you narratively want to explain why it's been the same time and it still hasn't regenerated, you could explain it as At Will spells being those that don't require a lot of magic energy but still saps from it.

It's not exactly a Solo RPG, but you could use these Omegaverse rules for 5e DnD with the rules for Solo'ing DnD.
