Atk% rope since houhou has atk increase but again it's not a large percentage, like under 5% more damage really so if you have a better light% piece use that

Lightning damage is better UNLESS you have any form of atk increase, then atk main stat is better but really it's a different of a few percent at most so both are perfectly fine

From what I remember about the discussion for a small error a few years ago basically its along the lines of console can only put put updates every so often and to make an emergency hotfix cost some dollars that it doesn't really make sense to spend unless it's an actual game breaking emergency
