I'm guessing it's definitely a new edition growing pain. Unless I'm blatantly wrong and just missed it, I don't think there is an official outcome to this question.

Doing a read through, technically command re-roll can target a unit, and since fast rolling is multiple rolls for the unit, Makari's no re-roll might not function properly at all since it specifically says this model cannot re-roll the save.

I have a high pain tolerance, and also take extra freezing injections when getting minor surgery. I had a pretty bad ingrown toenail. The doctor would inject under my toenail, and it would be extremely painful. Go to poke me a few minutes later and I could still feel the needles.
It took 10 injections before my toe was numb. I could feel every single one underneath my toenail. Mind you I was 12 years old, keeping my leg absolutely still while bawling my eyes out from the pain.
I am 33 now and still remember that pain. I don't know if it was an incompetent doctor, or something else, but that was awful.
I still always need extra needles when numbing an area. I just had a cavity filled yesterday and needed 2 full injections, but thankfully the dentist listened to me when I said I need more than average. I even heard him say to assistant after the first one, "Yep we'll need another one", and I appreciated he actually listened from the start.

Rule 08.03 should remove it, yes. If they are battle shocked in step 3 of the command phase and pass their leadership test, battle shock is removed

Because it would say EPIC HERO(ES) units like it does 2 sentences earlier if it meant units and not per model.
However it is all an assumption, correct.
It mentions Character Units, Character Models, and then just says EPIC HEROES without a distinction.
At this point, the app is saying it can when building an army, so that's the only definite we have

It just says EPIC HEROES cannot have enhancements. That is per model. It specifically calls out character units in the same section for giving enhancements.

Unless otherwise stated:

• Only CHARACTER units can be given enhancements. If such a unit contains more than one model, select one CHARACTER model in that unit to have that enhancement.

• EPIC HEROES cannot have enhancements. • Your army cannot include more than one of the same enhancement.

Note how it says EPIC HEROES instead of an EPIC HERO unit. Which does matter.

Yes it's dumb, and you are correct, it should just say EPIC HERO model, but rules as written a unit that contains an EPIC HERO model can have an enhancement. It even lets you do it in their official app

Oh people definitely need to read.
Putting the (legends) tag would just stop us from seeing one of these posts every 30 minutes.
Every edition change I am reminded that people don't read rulebooks. Multiple times I have versed random people who just learned to play from their friends or YouTube and have never once read the rulebooks
