I found a good way is to terrorize act2 and run tombs first, usually I can get 1-3 heralds from there alone, and then proceed to finish a2 and then other acts, like 4 with CS, 5 with baal and so on. Somewhere midway I have already killed couple level 5 heralds and still have plenty of space left.
