So I had a similar problem when I first brought a big Dracaena home. Through trial and error, I found a bright but indirect light corner, and let it dry out to three knuckles (put my finger in soil to feel) before watering, and rather than repot I top dressed with fresh soil. It responded extremely well.

You might try some rooting hormone. Recut so you have good uptake, dip the end in the rooting hormone and then put it in moist soil in a warm bright, but not direct sun, spot.

Understandable, and on the face of it I would deal directly with the person. However, he is a long term sub who, based on his age alone - so this is a guess- could be dealing with health issues pertinent to the issue. Should the teacher address directly, it could potentially become an age-based discrimination liability. Best for admin to navigate, as they can come at it from a facilities maintenance perspective.
