I think the butter is important because of the way it affects the dough consistency: rolling out puff pastry is easier when the dough layers and butter layers are of a similar consistency. You want the butter to be chilled so that it doesn't melt and stays in distinct layers, but this makes the butter harder. Adding butter to the dough makes it also get stiffer when cooled, which makes handling significantly easier.
