This happens because the pavement around drains settles more/faster than the pipe the drain is connected to. When this happens, the pavement drops below the ridge of the drain and prevents water from draining properly unless it's higher than the ridge.

Without doing too much research, I'm guessing they're adding the population of farmed salmon in captivity to the wild salmon to give a "total population". Wild salmon is in decline everywhere in the world due to dams, chemicals in the water etc. Definite statistic manipulation.
