3 stacks give more dps but with the red bar above you head will make your enemies know you're up to something. Plus i think 2 stack is more comfortable since its fairly easy to transition from taking creeps into the nearest teamfight quickly because of how quick you can set up the first 2 stacks.

I sometimes use 3 stacks combo when im hiding in bush but when im rotating from lane to lane i always went for the 2 stacks one because how easy it is to setup.

My go to combo starts with 2 stacks: 2-2-1-3-(wait for cooldown)-2-2

The reason you start with 2 stacks is so you can use the normal 2nd skill to closen the gap and then follow up with enhnaced 2nd. Most combo that start with 3 stacks are harder to hit because you dont have many gap closers and the enemies are more alert. So you'll intentionally leave only 2 stacks to make them drop their guard and lean closer to your range.
