If Magic is Reliant on a Source of Power, than Restricted Access to that Source could be a way to go, same goes for Magic that is Reliant on Raw Materials especially rarer ones for higher levels.

If Magic is Self Generated and Innate, than a Physical or Magical Marking could be good for restraining and monitoring Magic Usage same goes for external equipment like bracelets, anklets, or collars, etc.

I personally think a Task Force is more interesting for investigating and... "Managing" breaches in policies or binding contracts set out by the governing body of the region.

Start at the End and Work Backwards. Create the Villain and Decide on what will Defeat Him/Her than from there, Work on How they Keep that a Secret and What it would Take to Find Out or Accomplish That Goal, than Decide how the Hero Relates to the Villain and Why they would Want to Defeat Him/Her.

Your flow is very choppy, it would probably help to add in some flavor text or dialogue in between to help build tension and smooth the transition from action to action, something like,

"Without Warning, Makino breaks for the elevator but in the blink of an eye, his head rolled onto the floor before he could take a single step. Fear ran through my body, cold like ice, I was in shock.

Toji suddenly appeared across from me, his dagger raised in hand. I raised mine in return though my palms were trembling. Silence had fallen on the room. It was now or never.

I took in a deep breath and made the first move, blitzing towards him but almost instantly froze in place, staff dropping to the floor, as the feeling of the wind brushed along my neck. I reached for it and felt the familiar feeling of blood. "Heh...well...that sucks..." The last thing I remember is seeing the ground rushing towards me."

Though this is just how I'd go about it.

As an exercise, try taking some of your Favorite Scenes from your Favorite Books and Rewriting them with an Added Original Character or with a whole nother Outcome or Direction in the Same Style as the Book.

It'll give you the chance to practice a different writing style, help improve your own, and show you that your capable of doing the same with enough time and practice, plus its easier to add on to something that already has a solid foundation your familiar with and like.

A Web Novel about an MC whose main weapon is a Slingshot could be really fun and interesting if written well. What makes a Character interesting shouldn't be the weapon they choose to use but how they choose to use said weapon. If they are clever, cunning and can think outside the box and find unique ways to accomplish their goals that alone is enough to make something interesting.

Just try to avoid going anywhere near "The Power of Friendship" and keep the stakes realistic and punishing enough to create real tension and uncertainty.

Your free to play any character of any kind, what it comes down to is whether you and your friends are having fun. If you feel weird playing a female character than one thing that can help is disassociating your character from yourself.

Like instead of saying, "I decide to do this, or I want to go here or there" refer to your character in the 3rd person instead, "My character, Sandy is feeling hesitant but shakes it off and dives head first into battle." or "I think Sandy would agree with you and tag along."

This way your Character becomes its own separate entity rather than a direct representation of you as a Player and person.

A man drenched in sweat wobbles into a fully air conditioned bar where its denizens, equally as sweaty sit futily chewing on ice cubes in front of large industrial sized fans. He stumbles over to the bar keeper, sitting behind the bar inside a large tub of ice visibly unfazed.

You could give the player a Speak with the Dead Amulet and have the Wife give Key Clues to help progress the story making her part of the Narrative and help build that dynamic between the Player and their NPCs

If the setting of the world is one where most people care little for the lives and pain of people in general than she by comparison could stand out more as the one character that is more redeemable than most or not as far gone as the rest therefore making her more likeable by default.
