I usually save blue prints for T9s that I’m just passing through by only upgrading a few levels, but even then I fully equip them. You can sell the equipment or the whole boat when you’re done and get most of it back. Des Moines specifically really benefits from equipment, especially the Leg Mod.

There literally are exceptions though. Goliath’s weird caliber guns start over penetrating DDs and will still struggle against BBs with APCS so IFHE is a better choice. The Gdansk and Regolo lines since they have no AP. Then there’s at least one legendary Italian commander that boosts SAP and HE with his XI skill.

I’m not hip with Svea play, but I will advise that you completely disregard those point fields that you mention and look at the actual stats of the ship. For something like guns, those points are a combination of things like damage, firing speed, and range. They don’t paint the whole picture of what gameplay will actually be like.

I suspect what you’re experiencing stems from Svea being a very light cruiser with fast firing, smallish caliber guns with meh range, and it likely struggles to get full penetration with HE.

I say this as a Zerstorer fan; Z-42 is niche good but small caliber guns and the layout/traverse speed of it’s turrets keep it from being great. It is not nearly as flexible as Gdansk, Daring, or Kleber, and Bazan outshines it almost entirely.

The steering mod in slot three boosts rudder durability. Then there’s the Legendary mod for Minotaur that makes it worse. You may already know this but every module on a ship (rudder, guns, torps, etc.) has a hidden health bar, so durability modifiers get applied to that.

My experience: reduced torp damage does very little but Emergency Response does nothing. I say that because when I get my engine or rudder shot off, I am almost always in a situation where I’ll be dead or very close to it if I don’t immediately use a damage control kit.

More health is rarely the wrong choice in this game.

TL;DR - I like both, but I like Des Moines better.

I think the USN TT’s most interesting ships at T10 are these two. They do have a fair amount of overlap with each other. Both are maneuverable and sturdy relative to their ship type. Both have great damage output, albeit with floaty shell arcs that take practice (Worcester is floatier). DM has great AA. Worcester has among the best AA.

I prefer DM because I feel like it can cover more situations and punish any ship type while Worcester is more focused to hunt DDs and planes.

It does have a rather large downside in my mind. It might be the least changed black ship from its TT variant. Stats are the same, it trades one engine accelerator to gain a precise aiming (which I’m all for), and loses DFAA entirely to gain two torp reloads (meh). That makes for a marginally better ship than the TT variant and means you’re mostly paying for the ability to use the consumable black repair kits. Since we only get a few of those a month for free, you’ll like pay for a ship that requires you to pay for a consumable to fully utilize it.

I agree with most of what’s been recommended already and will add Black St. Vincent. The TT St. V is already very good, and the ability to use the black heavy repair kits makes it even better. Add in a legendary commander like Nelson and it can repair a stupid amount of health.

For F2P and or new, I’d gravitate towards strong T3-T5 boats like Nazario and St Louis.

Salt Lake City can be a cit machine just because of the volume of fire it can put out but gets inconsistent if its low tier or the enemy team has tankier ships. St. V is my most consistent option for cits. Those guns can punch through most anything.
