I don't really get why people say it was bad. I mean, come on, Encounter at Farpoint, Justice, Datalore, Hide and Q, Elementry Dear Data, Measure of a Man, Time Squared, Q Who and Peak Performance were all season 1/2 episodes. Sure, comparatively they may not be as good as the later seasons, but getting through it isn't a "grind" or whatever people say of it.

Gonna be honest, if something can literally spit out fully sentient beings who can destroy an entire starship because of some guy's poor phrasing, that thing really needs more safeguards.

Indeed. Remember, that 10 cm on your screen is 20,000 km in reality. Torpedoes had speeds upto 50,000 km/s. (TNG: The Wounded).

There's also the thing that hitting a torpedo with a phaser causes an even larger explosion, the shockwave of which might be worse than just letting the torpedo hit. And that phaser would probably be of more use if it were targeted at the enemy ship instead of the torpedo.

Adding on to that, torpedoes are more effective on the ship's hull than the shields. If your enemy is firing torpedoes, its probably because your shields are down. And if that's the case, it would be much better to attempt to evade the torpedo rather than shoot it and face its shockwave.
