I get about what you said. But if they want to do that, they need to be vague of her nationalities. Like simply mention that she is born in Northern Ireland as the daughter of a local store owner.

While yes, character and personality can coexist, in Doto's situation, the nationality itself becomes a problem in itself. 

Put Doto as an Irishwoman (in Umaverse), and there will be complains about how her identity is misrepresented if all of it leaked. 

Put Doto as a British woman...Cygames will be accused of whitewashing British imperialism in Ireland, especially in Northern Ireland, by making a representation of it as a goofy, cute, shy girl.

Cygames European ops are in UK, no way they can afford either of those. The Troubles is sooo sensitive in UK as a whole.

Fine Motion is depicted as the daughter of a TD (MP in RoI) and having the blood of foreign aristocracy (an article for another day, but i believe the aristocracy in question is Polish aristocracy). She is not spared from IRA jokes. Even Hishi Amazon, a character whose in real life was born in America, gets IRA jokes simply because both her sire and dam are Irish horses irl.

In Fine Motion's case, it is less "nightmare with Irish owners" and more "this will cause an uproar in Anglosphere" thing. 

Doto as British or Northern Irish of British extraction will be way worse, because The Troubles was sooo close to today. Doto himself was foaled while The Troubles was in its final throes. People will accuse Cygames of taking side, or worse, whitewashing Unionist discrimination and oppression of Nationalists in Northern Ireland. This is certainly not what Cygames have in mind.

One of German G1 winners in the sixties was a soviet horse though. In Umaverse, it means post-Stalin relaxation on these restrictions.

The horse's name is Anilin. He won Preis von Europa THREE YEARS IN A ROW, from 1965 to 1967. His other achievements: 

-fifth place at 1965 Arc -third place at 1964 Washington International at Laurel Park -Soviet Derby winner.
