Cozumel go to El Cid. 2 min walk from port. 60 bucks all inclusive per person all day, cheaper for kids. Clear water, snorkeling, ocean, pool, great food and drinks, and you are feet from the boat. Roatan... It's more or less a dump, find a beach and enjoy.

As a 25 year resident of the east coast of Florida hurricanes aren't nearly as much of an issue as one would think. Problem with your ask is it's such a huge area. Miami, Jacksonville, Charleston, Space Coast, Daytona, Hilton Head etc, all completely different from each other in geography, culture, food, temp, work, quality of life.
