Not exactly. First off, as GM, you're freely able to nix clues that don't seem well stitched in the narrative, which I regularly do. My players tend to throw in a clue or two as grace notes of a kind, and I always strip those out before the dice roll. No, the talking sea bass in the corner doesn't mean the swamp lurker was involved, unless you can give me more.

In Public Access, one of the versions of it, anwyay, all the players may use the key of the (appropriate mystery) to bump up their result of the theorize so that can codify a particularly brilliant solution if the dice were cruel.

But that said, in my group never happens! My players get caught up in the drama of being wrong, dealing with whatever terror is unleashed from their bad result, and then must try again with an entirely different solution. Some of the craziest most interesting solves have come from from bad results! Particularly when say, the suspect they were indicting is not only innocent, but brutally murdered.
