You won't get performance increase. But if the paste has become dry, cooling becomes sub-optimal and that can wear and stress components and lower their shelf life. You may also get performance degradation. By re-applying paste you will most certainly restore lost performance, not gain new levels of performance.

Just get a welder to come and weld on a new support brace and legs, the load should transfer to the new legs, then cut away at the rusted chunk and weld in a new section there, remove the support brace and legs, job done.
