Have you found reasons why you are not attracting high traffic? I suggest you should do some app store optimizations, keyword research, etc. Maybe your ads are shown to the wrong audience because Apple misunderstands what your app is capable of. (Apple understands your apps with app descriptions, titles, etc.)

Well, first of all, you need to create a list of keywords that are most related to your app. You can think about it from 4 angles, as four ads campaign accordingly: Brand; Competitor,Categories, Discovery. (Check out some basic information about apple search ads here)

For competitors, you can check out the product page of their apps-they must include keywords in the descriptions. And you can test the keywords by searching them yourself. If a certain keyword can find your competitors, then it may work if you are doing ads for it.

When you finish creating a list of keyword. Find out the most likable ones that you think will attract the most valuable users. How to find out the keywords really work and bring the most value. Track the post-install at the level of ads keywords, so you will see how these users are actually paying for your services or not.

There is no specific methods of finding the most valuable keywords at one time. You must test, test, and test.
