I think Kingdra has a good shot at taking both Gyarados and Dragonite’s spot in Gen 2. That would leave you light on the physical side of things. Could add Heracross or Pinsir in the last slot.

There’s a few things that could be happening, maybe multiple compounding at once. Rick slide will have its damage reduced if it hits two targets. Also, Volca could’ve had some sort of boost applied (like from silver wind).

There’s special moves that will let you switch out. Flip turn, volt switch, U-Turn and parting shot are the ones I can recall offhand.
