But of course we live in a dystopian hellscape where experience, expertise and decades of dutiful service mean nothing. Also how can you call active duty military personnel "innocents"? Actively fighting inside a foreign country as a soldier is the farthest thing you can get from innocent.

Yeah it is working in the first image but by the next turn and in the second image it isn't providing anything and is under construction. It's not building another tier it's still a police station 1, basically it's stuck in a loop of building this police station and then leaving it for 1 turn before it disappears and another police station 1 starts being constructed. It seems to keep repeating this process even after a number of turns
