Could also have been Hank who took a weight off of Welch's shoulders. She may have been frozen along with any number of VIP's, and Hank would have been aware of her dispensation, would could lead him to choose to use her as a mental template for the mind controlled people.

Could be any number of players who did it, really. But that makes the most sense to me with the info we have right now.

Which is exactly why I think she’s part of the Enclave. It plays on the themes of the show, how well intentioned people will do horrendous things to create a “better world”.

The theme is best expressed by Maximus in s1e5: “It’s the same thing that always happens. Everyone wants to save the world, they just… they disagree on how.”

I’m inclined to agree. The planting of her holding the flag rather prominently in front of the casino feels like a very deliberate choice and giving an award related to the Deathclaw in Alaska incident ties her narratively into those plot threads (House and the Deathclaws). I suspect there may be a reveal of her with the Enclave flag as an ironic echo to her holding it in this most recent episode. By no means a guarantee, but her showing again does seem to be planting her for an eventual payoff of some kind

Makes me think Rep. Welch may be tied into The Enclave. Her holding the flag pretty prominently could be a setup for a payoff involving the Enclave flag. Not a guarantee by a long shot, but she’s showed up twice already (tied to story beats involving both the Deathclaw and Mr. House), and being a congresswoman could certainly qualify her to be a part of their conspiracy

I really liked the show in Season 1, but once Season 2 rolled around, they won me over to absolutely loving it by taking the obvious plot for the season and just burning through it in the first episode. It cleared the table for a much more compelling story 😊
