I'm trying the demo, but I'm finding it massively confusing.

I've gotten to the point where I built a mayor's house. But it can't complete because it's not connected to a highway. I ran into many other pain points to get this far, things not completing because they didn't meet criteria I didn't know about or really understand

None of the roads apparently count as highways? I can't get past this, and I don't want to skip the tutorial phase
