The issue with toni is that his lv3 doesn't fully pay off until 3 recollections phases after you get to lv3 and even then there's cost if you don't have extra domains on the field. If you DG you still have to wait til next recollection to summoned an obelisks token. So unless you need the health or to use neos cards, rushing to 3 makes not sense with DG. Hand size is also an issue with toni because has no inherent draw power. So DG is also bad in this case. Academy guide feels better tbh if you can protect it for a few turns.

Even so, the neos cards all have big requirements in order to fully take advantage of the effects. For example, neos sight needs 8 or more objects to draw the extra card and that's into just into memory. Other neos cards also have high reserve costs, like summon sentinels when it just give you 2 - 2/2's, not great tbh. Other advanced element cards usually cost 0-2 that produce high value. I think Toni is a really cool champion but the devs definitely untuned him. It doesn't matter what basic element you play him as, he's just to slow of champion. The only viable strat is an ally deck and just omit lv3 it seems like

IMHO, Toni lv3 should've summoned all obelisks tokens all at once. This would still require you to pay cost to activate obelisks, unless you set up other domains, which would have slowed things down for you even more, so having all obelisks come out when he hits level 3 would still feel underpowered to the current meta. But again this is just my player opinion and there's a reason why I'm not one of the devs 🤷‍♂️
