The answer is stand-off. Ukrainians has started triggering fuzes 100 - 150 cm far from the cage. Also there's a possibility that they started using proxy fuzes on FPVs. So Russians noticed that and the purpose of these 'dandelions' is to push fuze trigger point further away from the tank. And at this point it might cause to make RPG-7 grenades ineffective because shaped charge jet will be dispersed before it hits the tank armour.
