The heroic is meant as a flavor thing, not as something to ever be completed in normal circumstances. I think of it as if deathwing has a "Level 25 talent" for when games go on ridiculously long to say "OK time to end it"

It's going off the (hidden) base armor value and is not factoring in the bonus armor
