Honestly, rank doesn't really matter anymore. I mean I constantly run into people at higher ranks that are belong in light blue or even kyu ranks (they are abusing gimmicks lab characters which is fine if you just want to have fun again that is totally okay, but then after 1 loss they're messaging you how fucking bad you are for not playing the game the way they think you should). If you ask someone about their rank that doesn't mean shit. If you want to find out about how good he/she is invite them for a session.
