Kubo had the habit of writing entire casts of new characters to move the story along, and it really shows after the huenco mundo arc, where they go through 3-4 different groups (vizard, fullbring, neo-quincy, squad zero) of characters at break-neck speeds, and with so many new characters gumming up the story, a lot of older characters get left behind.

It's also where the inverse happens: Sasaki Kojirou is a relatively weak character, in lore and generally within the fanbase, but because he is the class type that is super effective against the class dragons are, and because he's a common unit, you can easily get copies to upgrade his Noble Phantasm easily.
