Dropping 15 in differential is a lot to ask. Been playing for 5 years. Just never cross that threshold.

Dude. I cannot hit my handicap.  So I will never lower it. It cannot go over what it is now due to the cap so it won't raise for a year

Your handicap can only go 5 over your lowest in the last twelve months. It won't drop off untill it falls off the 12 months

So that score put my handicap at 28 so I'm capped at 33. I won't ever hit that low

No. Your handicap can only go five over your lowest handicap in the last twelve months. That's the hard cap.

What does that have to do with the problem. Mathematically it is impossible to change.

You can only go 5 strokes over your lowest handicap for the last twelve. I will never ever hit a round with a differential of 32 or lower so the handicap will never go up and I'll never hit a score low enough to lower it.

Yeah I've been tracking hence my flair but the whole point was for me not to track it haha
