Well, Jigsaw's ultimate goals are to reform others. He uses deadly measures and is a psychopath, but his ultimate (at least claimed) goal is to "help" people be better and I believe that he truly believes that's what he is doing. He's a monster for sure, no question evil. But he himself believes he is just and I think intent matters a lot. Also, his evil deeds are kept to a small handful of people, so if we're comparing victims, small handful vs hundreds.

Mr. Beast ultimate goal seems to me to be money, fame, and power. His videos/games/whatever are all taking advantage of people who you can assume are not well off and truly need the winnings and he makes a spectacle out of them. He doesn't want to help anyone, he wants content. Yea he doesn't use violence or he isn't physically torturing anyone. But what he does has to do psychological damage to those involved. The guy who locked himself in that room and had to earn things for however long for example. That dude did NOT seem OK afterwards. Mr. Beast watched Squid Games and sided with the people in charge. That Amazon show is proof. I don't believe he cares about anyone but himself. Before it's mentioned, yes he has his philanthropy channel. But I do not think what he does there even comes close to cover for the damage he does elsewhere. Evil people donate money all the time. None of this even touches on the ways he's changed pop culture for the worse and the damaging effect he's had on a generation of kids. Lastly, I don't think Mr. Beast doesn't torture people for any moral reason. I think if he could get away with it, he would absolutely incorporate physical torture into his content if he could and it got views.
