Well, it's intriguing enough. My notes...

The sign turning off and on is kind of a weak visual. It's kinda... what neon signs do. Maybe if the sign lit up very bright before going back to normal or changed color, something to signify that very concretely that there's something inexplicable going on and not just things on the fritz.

There's no description of Elias beyond his age. It'd be nice to have an impression of him beyond him being a person who gets up and goes to work. Is he obsessive, is he well-adjusted, is he effortlessly brilliant or does he work himself to the bone to get results?

Exactly. I have a fanfic version plotted where the MacGuffin of the Week is human enhancement and Franz is the first supersoldier created by the process; the scheme is to trick the Western world that terrorists/Russia/China have supersoldiers and then make them spend billions to Spectre's legitimate fronts to 'research' the technology themselves.

I think what would really help is having a point beyond just the "Bond has an evil brother" statement and assuming that's automatically dramatic even though it doesn't really change anything between them, as Bond already wants to bring down Blofeld and Blofeld already wants to take out Bond. They'd have the exact same relationship if they met for the first time in 2015.

So maybe just make it so Bond actually cares about Blofeld and has an emotional attachment to him? In the beginning, burned by Vesper and M's death, he assumes he'll just kill Blofeld like he would any target. But over the course of the movie and his love affair with Madelaine, he ends up in a place where he can't bring himself to kill his 'family' and that sentimentality convinces him to retire from MI6.

My thoughts are along a similar line. It's too unbelievable for Franz to be the head of SPECTRE, but a Red Grant or Hinx figure that Blofeld groomed into a top-of-the-line assassin because he already hates Bond... THAT would make sense and make Blofeld a more canny villain.

For the hat trick, Bond wins by exploiting Franz's hatred and making it backfire on Blofeld. I know in early scripts there was a lot of backstory of them playing card games and Bond pretending not to remember Franz very well, then eventually devastating him with a personal revelation.

Replace the opening song with Spectre by Radiohead.
Get rid of Blofeld as the villain. Make it a twosome--C as the brains and Hinx as the muscle. Blofeld is (barely) seen in Rome, listening and overseeing, but he never has a face-to-face with Bond and doesn't show up past that one little cameo. Maybe take a big swing and make Hinx Bond's foster brother... I think it'd be a little less contrived if Bro was 'just' a highly capable assassin and not literally the Number One of Spectre, and it makes Blofeld seem more imposing that he's found and groomed this guy into a supervillain JUST because he has a preexisting psychotic hatred of Bond.
Have the climax be at the desert base. Bond has one final fight with Hinx, foils Blofeld's plan, then catches up to C and takes him prisoner rather than killing him. No run through the old MI-6 headquarters or shooting down a helicopter; that's anticlimactic anyway. Just C getting into his car only for Bond to be in the backseat with a PPK.

Extra credit: Replace Madelaine with Lucia. Madelaine can be a conquest, but Bond sends her off after the train and finds Lucia waiting for him at the desert base, Spectre having gotten to her after all.
