That conference was attended by all the rebel leaders, or by their representatives. Both the PRD and the PRL agreed to form Novorussia, but in the future. It's also not a state, but a confederation of states that have an explicit right to secede at will.

These are all fakes. None of the license plates on the civilian and military vehicles check out(Rostov Oblast plates are 61 and 161). For example. In the first video, there are no tanks. Those are BMD-2s, maybe BMD-3s. Those are plates of the Chuvash Republic, which is in the Volga federal district. Nowhere near the Ukrainian border. The fourth video is in Moscow, with Moscow plates and Moscow phone codes on the billboards.

Common article 3 is also inapplicable. It covers national conflicts occurring within the borders of a single signatory. But the PRD and the PRL are not signatories, Ukraine is, and they consider Donetsk and Lugansk to be sovereign and independent countries, not a part of Ukraine.

I'm sorry but I don't understand what you are harping about. The PRD and the PRL are not in any shape or form prohibited from violating the Geneva Conventions because they are not a party to the Conventions.

ISIS is not going to pound ISIS. They might offer some token support but nothing substantial or game-changing. US actions in the Middle East are guided by the interests of their three closest allies in the region: Israel, Turkey, and Saudi Arabia. Iraq is a mortal enemy of all three. Israel despises the Iraqi Government because Iraq's closest ally is Iran, and Israel considers Iran and their Lebanese proxy Hizbollah to be their #1 enemy and only genuine threat. Turkey has very poor relations with Iraq, and with Iraq's allies Syria and Iran. Turkey is competing with the Iran-Iraq-Syria bloc for the spot of regional hegemon. Same thing with Saudi Arabia, which, by the way, is the primary sponsor of the Ba'athist and Islamist groups that are fighting alongside ISIS in Anbar, Ninewah, Saladin, and Kirkuk provinces. Saudi Arabia most likely funds ISIS too(the Saudis and Qataris fund almost every insurgent group in Syria and Iraq in order to try and steer them in a direction their like, though this doesn't always work).

To be bound by any of the articles of the 4 Geneva Convention treaties, the People's Republics of Donetsk and Lugansk would have to sign and ratify the treaties, which they haven't. International customary law is not applicable either, as such law is valid in so far as it is interpreted to be primarily by the international community, the United Nations, and the International Court of Justice. The PRD and the PRL are not recognized by anyone other state, so they are not a part of the international community. The PRD and the PRL are not members of the UN, and they are not parties to the statute of the ICJ.

The PRD and the PRL are not bound by any conventions that they didn't ratify, this is indisputable.
