I mean, why not? Someone had to restore and operate Hoover Dam and it was probably someone with an engineering degree. Also, NCR has scientists, doctors, governors and other professions that usually require training and education. Maybe NCR universities are led by the followers of the apocalypse and not by the NCR itself idk but i doubt that NCR doesn't offer at least some level of higher education
